Micro License (MN Statue 342.28)
a) Cost:

b) Cannabis microbusinesses can grow, make, sell, and buy cannabis (including plants and seedlings) and lower-potency hemp products. They can also have on-site lounges where customers can use cannabis.
c) Number of Dispensaries allowed - 1
d) Indoor Grow Maximum Size - 5,000 sq ft of plant canopy*
e) Outdoor Grow Maximum Size - ½ Acre*
f) Yield limits - Manufacturing -3,000 lbs
g) Transportation - Can transport to OWN FACILITIES ONLY.
h) Requires 2 of the 3 different operations (cultivation, manufacturing, and retail) to be established within 18 months of receiving the licenses.
i) Multiple licenses - Can hold Event Organizer license only.
Mezzo Licenses (MN Statue 342.29)

b) Cannabis cultivators can grow cannabis plants from seed to maturity. They are allowed to harvest, package, label, and transport fully-grown cannabis plants to manufacturers and seedlings. This license type is available in limited quantities, and licensees will be selected through a vetted lottery.

Manufacturing / Extraction (MN Statue 342.31)
a) Cost:
i) Application fee: $10,000
ii) Initial license fee: $10,000
iii) Renewal license fee $20,000
b) Cannabis manufacturers process raw cannabis plants into various products, such as edibles, concentrates, wax, oils, and tinctures. Manufacturers can buy cannabis flowers, cannabis products, and lower-potency hemp products from other cannabis businesses. They turn these materials into cannabis products, then package and sell them to other cannabis businesses. This license type is available in limited quantities, and licensees will be selected through a vetted lottery.
c) Yield limits - 20,000 lbs
d) Transportation - Allowed between Cultivation site and Manufacturing site, if owned by the same person or business
e) Multiple licenses - Cultivation and Event Organizer only.

Retail (MN Statue 342.32)
a) Cost:
i) Application fee: $2,500
ii) Initial license fee: $2,500
iii) Renewal license fee $5,000
b) Cannabis retailers sell packaged cannabis products to the general public and medical patients. They can buy cannabis (including plants and seedlings) and
lower-potency hemp products from other cannabis businesses and sell them to customers. This license type is available in limited quantities, and licensees will be selected through a vetted lottery. A cannabis retailer may operate up to five
retail locations; however, no person, cooperative, or business may hold a license to own or operate more than one cannabis retail business in one city and three retail businesses in one county.

Wholesale (MN Statue 342.33 and 342.34)
a) Cost:

b) Cannabis wholesalers buy cannabis, cannabis products, and lower-potency hemp products from cannabis businesses and then sell them to other cannabis businesses.
c) Requires separation from all other product
d) Only hemp and low-potency products are allowed to be purchased from out of state.
e) Transportation - Can only be allowed if the Wholesaler has a Transporation License
f) Multiple licenses - Transportation, delivery (business to consumer), and event organizer
Transporter (MN Statue 342.35 and 342.36)
a) Cost:
i) Application fee: $250
ii) Initial license fee: $500
iii) Renewal license fee $1,000
b) Cannabis transporters are businesses that move cannabis, cannabis products, and lower-potency hemp products between businesses.
c) Requires Surety bond, certificate of insurance, qualifications as a self-insurer, or other security in the amount of $1,000,000
d) Multiple Licenses - Wholesale, Delivery (business to consumer), and event organizer.
Testing Facility (MN Statue 342.37 and 342.38)
a) Cost:
i) Application fee: Initial $5,000
ii) license fee: $5,000
iii) Renewal license fee $10,000
b) Cannabis testing facilities receive cannabis, cannabis products, and lower-potency hemp products from manufacturers and cultivators to test. They ensure these products meet safety standards.
c) Multiple Licenses - Not allowed to own any other Licenses

Event Organizer (MN Statue 342.39 and 342.40)
a) Cost:
i) Application fee: $250
ii) Initial license fee: $500
iii) Renewal license fee $1,000
b) Cannabis event organizers plan and host events featuring cannabis and may allow for the sale of cannabis, cannabis products, and lower-potency hemp products to consumers at events like festivals (an event cannot last more than four days). They can also provide spaces for consumers to use cannabis. An event organizer must receive local approval, including obtaining any necessary permits or licenses issued by a local government unit.
c) You can charge an entrance fee.
d) It requires a limited access area, allowing only 21+ people. The product can only be displayed or accessible in this area.
e) Can have an on-site consumption area if the city permits. Smoking is allowed only if local ordinances allow.
f) The event CAN NOT last more than 4 days.

Delivery Service (MN Statue 342.41 and 342.42)
a) Cost:
i) Application fee: $250

b) A cannabis delivery service purchases cannabis and lower-potency hemp products from specific cannabis businesses and sells and delivers those products directly to consumers.
c) May NOT transport more than $5,000 of product in one trip
d) Requires security system in the vehicle
e) The vehicle needs to be registered in Minnesota
f) The delivery driver must check the ID and ensure it matches the client's name. g) Payment must be received before the order is delivered.

Lower-Potency Hemp Edible Manufacturer (MN Statue 342.39 and 342.40)
a) Cost:
i) Application fee: $250
ii) Initial license fee: $1,000
iii) Renewal license fee $1,000
b) Lower-potency hemp edible manufacturers produce edibles from hemp. These manufacturers can create, package, and label lower-potency hemp products and sell them to cannabis businesses. This license type cannot hold any cannabis business licenses.
 
Lower-Potency Hemp Edible Retailer (MN Statue 342.45)
a) Cost:
i) Application fee: $250
ii) Initial license fee: $250
iii) Renewal license fee $250
b) Lower-potency hemp edible retailers sell packaged lower-potency hemp edibles to consumers. This license type cannot hold any cannabis business licenses.
Medical Cannabis Combination (MN Statue 342.39 and 342.40)
a) Cost:
i) Application fee: $10,000
ii) Initial license fee: $20,000
iii) Renewal license fee $70,000
b) Medical cannabis combination businesses can grow, manufacture, package, label, and sell cannabis products (including cannabis plants and seedlings) to both medical patients and adult consumers. These businesses can package and sell medical cannabis products to other eligible cannabis businesses. They are allowed to cultivate up to 60,000 square feet of medical cannabis plant canopy for distribution into the medical market, and depending upon the total amount of medical sales the year prior, up to an additional 30,000 square feet of cannabis plant canopy for distribution into the adult-use market.
